Messages shown as Sent, but the Receivers phone isn't getting the message.

I'm having an issue where any message I send, even from the messaging app itself, it acts, like it send the message, but the test phone I'm using is not receiving the message. Does that mean I got rate limited?

Sorry if this is a question that's been answered before. It was working fine before.
