Make CI lint the Flutter code as well

Right now, CI is only using clang-format to lint the C++ code. It would be great if it also used dart format to lint the GUI's Flutter code.

I'll update the CI pipeline to include Flutter linting by adding a step to run dart format for the GUI code. Let me know if there's anything specific you'd like me to follow!

Hey, @rico33631! Thanks for volunteering! One important detail is that we get Flutter using a git submodule that we keep under 3rd-party/flutter. So it would be nice to use the dart format from there to lint our code. Let me know if you have any questions!

Hi @andrei-toterman, I noticed that the CI pipeline uses a custom lint action located in .github/actions/lint/. I was wondering if it's better to implement the Flutter linting directly in lint/action.yml, or should I create a new file in the .github/workflows/ directory to handle this?

@rico33631, very good observation! Yes, it would be better if this was added as a step in that lint/action.yml file.
