Cloning files from github can be reduced by comparing the file commit hash.
Describe the solution you'd like
We should store the file hashes in the cache so that files aren't redownloaded every 30 min cycle, and we save on the github api rate limit.
Describe alternatives you've considered
Either cache or db, I feel cache is more appropriate as the cache can be quickly reset to force a re-download if needed.
