Creation of JIRA tickets should align with overall BAU policy, otherwise they run the risk of being rejected on arrival.

Additional context
Not necessarily a bug, but we should indicate within the task (label perhaps) that it was created by the content system process, rather than by a PM or manually added to JIRA.
