Remove file server authentication in Marie

Remove file server authentication in Marie, so it is easier for collaborators to setup the system locally.

stack manager doesn't support configuring fileserver GET request permission when spinning up. Do not remove fileserver authentication before we have a way to configure read/write permissions independently via the stack manager.
