hello! As per API definition, any modification in the binding between MSISDN and IMSI is considered a SIM Swap. It is, the creation of a eSIM (new IMSI assigned to an existing MSISDN) is considered a SIM Swap. If an eSIM profile is provisioned in a different device (existing IMSI of a eSIM associated to a MSISDN, that is binded to a different IMEI) that would be considered as a Device Swap instead of SIM Swap. So, for the cases proposed:

Problem description
Dear CAMARA SIM Swap Team,
We are currently reviewing the SIM Swap API and would appreciate clarification regarding how a SIM swap is defined and detected in scenarios involving eSIM usage.
Specifically, we would like to understand how SIM swap events are identified when a subscriber transitions between eSIM profiles or re-provisions an eSIM on a new device. Are such actions considered equivalent to a traditional SIM swap, and how are these scenarios handled within the context of the API?
Your guidance on this matter will help us ensure proper implementation and alignment with CAMARA specifications.
Expected action
Clear Definition of SIM Swap in eSIM Context:
Whether switching eSIM profiles or re-provisioning an eSIM is considered a SIM swap.
Whether device change using the same eSIM profile counts as a SIM swap.
