Add synthetic fuel transmission

### What can be improved?

It should be possible to distribute fuels between regions, which isn't possible with #424. 

In the sector-coupled sibling of this repo, synthetic fuel distribution was "copperplate" - any region could import/export fuel with any other region without explicit links.
