Add Credential Sharing steps to Project Docs

Add description of these steps to our project docs:

• • Credential sharing procedure
  • Inbound sharing (others sending to us)
    • Phone call
    • Add to DSE vault
    • Add these steps to project management doc
  • Two types of outbound sharing creds:
    • Password to be reset immediately (for things like Snowflake onboarding)
    • Non-resetting passwords - can add to our password vault and tie to their email
  • *Document approach and put in our internal project management docs
    • Credential Management header
    • Procedures for outbound vs inbound sharing

Revisit this with @ian-r-rose when he returns, is this still necessary?

This would be a good thing to get @ram-kishore-odi's thoughts on. Mostly, it would be nice to have a set of recipes/standards for when we need to share various credential types that we can refer to. Otherwise it's easy to do something a bit ad hoc and miss important steps
