ctpm add on local docker-compose fails

When trying to add a lib from the cli there is an error "package not found" and the docker-compose log this:

localstack_1 | 2021-02-13T17:47:01:INFO:localstack.services.edge: Unable to find forwarding rule for host "localhost:4566", path "GET /registry-c3pm-io?prefix=hello&typeList=2", target header "", auth header "", data "b''"
