Device don't stop correctly on server shutdown in v10

Devices don't stop when you stop the server.

Initially thought this was just keepalives, but just tried with a lovense edge and it keeps going until disconnect too.

This is most likely due to our delayed packet sending. We queue up the stop packet then kill the loop before sending.
