Figure out and fix discrepancy between `ScheduleExpression` in `template.yml` and what is shown in the AWS console.

Not sure what the problem was, but updating the rate expression to every 15 minutes caused the rate displayed in the AWS console to be consistent with the code.  So now the rate is every 15 minutes.
