Commander Lock - Side Linking #215
Description
Add config option to link unlocking a side to a different one. E.g. BLUFOR unlocking also unlocks INDFOR.
Add config option to explicitly lock a side or change how locking a side is determined. E.g. Above, with INDFOR unable to unlock themselves. (co_lock_units doesn't contain indfor)
Add API function to programmatically unlock a side.
