Disabling JIP issues #209

(Untested, from looking at code)

  1. If player crashes/reconnects, they'll be prevented from rejoining.
  2. Blocked JIPs are forced to spectate with the respawn_system plugin, however it seems like it wouldn't exclude them from respawning.
  3. BRM_FMK_fnc_syncTime isn't called for them.
    Potentially other issues.

The first two issues could be considered non-issues for TvTs. Though, issue 2 would respawn them with vanilla gear when not using the round_system plugin.
