Then i try to build i got error:

Is it a specific of the ArcGIS License Manager 2019.2 version?

AH, time has passed and a new version is out. I will try building it later today.
I am sure it's due for an update anyway.

I spent a couple hours messing around with different versions of the license manager tar files (2019.2 and 2020.0) and they both work. I preened the Dockerfile a bit; I turned down verbose logging of the yum installs and moved them all to the same section. I also left it set up for 2019.2 at the moment for your convenience; you should not have to edit the Dockerfile to test with 2019.2 (the README.md file is wrong, oops, it says 2020.0)
So I'd like to ask you to clone a fresh copy of the repo and try again. If you get the same error, could you capture the output and send it to me?

The thing that's weird is that the error in your message indicates a file is missing from the JVM that's included in ESRI's installer and that does not make sense.
