Locking panning, rotation, zooming specifically

Sometimes my data fits fine inside the bounds and I simply want my user to be able to rotate / zoom, and keep it centered!

In this case, panning might be error prone and just lead to them having to reset the view in other to re-fit the data (potentially now culled outside the bounds)
