Description

Brave Account setup not shown in menu for Android Tablet running Android 13 when flag is enabled.

Steps to reproduce

1. install 1.84.130
2. Use flags --enable-features=BraveAccount & --env-accounts.bsg=staging in command line string debug menu
3. restart device
4. open hamburger menu > Settings
