White background on tab load (flashbang effect)

Description

When you open a tab in brave by clicking on a hyper link, the initial screen before any of the website's contents have loaded in is all white. When working in a darker room (especially when you have a dark mode extension like dark reader on), this has a flashbang like effect that is not pleasant. I was wondering if it would be possible to change this to a black screen instead of a white screen.

Steps to reproduce

1. Click on a link to a website that doesn't load quickly (notion is a good example).
2. Watch for the white screen that flashes for a split second.

Actual result

The white screen flashed for a split second.

Expected result

A black screen should have flashed for a split second.
