Vertical tabs w/RTL language cause tabs to jump to the top of strip

Description

Users reporting that when vertical tabs are enabled in a browser that is displaying a RTL language such as Arabic, clicking on tabs can cause the tab to jump up from it's position in the tab strip to the top:

Issue stops reproducing if RTL language is changed

Steps to reproduce

1. Open Brave w/RTL language enabled and Vert tabs
2. Open tabs and order them
3. Click on tabs in the strip

Actual result

Tabs will jump to top of strip

Expected result

Tabs should stay in order on the strip
