[ads] Fix NTT dependency on `NTP Super Referral mapping table` component

Currently if NTP Super Referral mapping table component is not available in components updater server then new users won't get NTTs shown, see #46383 for more details.

We need to remove NTP Super Referral mapping table component dependency from the NTT code.
