Submit worklog to the Pypi package index

The project code should be packaged up as version 0.8 and published onto http://pypi.python.org/pypi. Here is a page that has some info on how to package the application. This has never been done before, so this would be the first time this application is packaged.

Once this is complete anyone should be able to install worklog using "pip install worklog"

Also uploaded the setup file used with this commit fc5ebb3. Note that README.md file is renamed to README while uploading with this script
