Events Coming Notification

• Ability to get notification when a rain or tornado about to start in your current location or selected location.

The rain notification, i think is a great idea and i have also thought about adding it. The tornado is basically impossible though, since i haven't found an api that does tornado or huricane tracking, and i don't know of any other foss apps that do.
But the problem is the same as with #105, that it's difficult to get the background syncing to work. So same as with that, i plan this after widgets.
