Are quote reposts treated as posts or reposts?

The README doesn't say how quote-reposts are modeled (are they just a post with a link in it, as on Twitter, or are they a special kind of repost with introductory text), nor does it link to any documentation which describes the data returned from the firehose for posts and reposts (can they be treated identically or is separate processing required?).
