migrate DB to hetz

1. start temporary fly app for migration pointing to new DB
2. run the temp app for a while (2 days)
3. point dashboard to new DB and test
4. delete temp app; update fly prod sidecar to point new DB
5. delete temporary fly app

setup fly app olana-bankingstage-geyser-sidecar-migrate-hetzner to fill new DB
