Add Base-"|||| |||| ||||" support

Overview:

This feature requests a new number system to address some of the pain points of Base-"|||| |||| ||"

Problem Statement:

Base-"|||| |||| ||" has a few characteristics that make it challenging to use:

• Not divisible by subitizable factors such as "|||" and "||||"
• Doesn't play well with measure of time, measurement of angles in degrees, and certain aspects of the Imperial system

Expected Behavior:

• Should be pure analog of Base-"|||| |||| ||"

Use Cases:

• Easier time teaching multiplication and division because of additional factors
• Measuring time
• Measuring angles
• Creating a new metric system with the scalability of decimal metric units and the divisibility of imperial units

Acceptance Criteria:

• Considered "done" when there's a Base-"|||| |||| ||||" analog for everything in Base-"|||| |||| ||"
