Conversation with Leo around deployment sequence initialization

• It would be convenient if we could point BitOps at a folder and have it build a deployment sequence based on checking sub-folders within the targeted folder for bitops configuration files.

Example

ops_repo/
    ENV/
       folder-a:
         bitops.config.yaml (that specifies what plugin to run against the folder)
      folder-b:
         bitops.config.yaml (that specifies what plugin to run against the folder)

The deployment sequence would be calculated from querying the inner folders and building the DS. In this case the DS would be;
[folder-a, folder-b]

Wrote functional tests for utilities.py using OpenAI

@LeoDiazL @dylan-bitovi and @srini assisted in creating and vetting 5 new functional unit tests that uses OpenAI to generate.
