Misleading tooltip for the "Open Configuration File" button

When run bitcoin-qt -conf=/home/hebasto/new-conf, the "Open Configuration File" button tooltip

"Open the Bitcoin Core configuration file from the working directory."

is misleading.

One way to deal with this is to display the directory's location from which bitcoin.conf is loaded.
Let me try to figure out if this solution can be applied.
