🐞 Incremental load of /enrollments missing updates

The incremental loading of the enrollments stream is not replicating all updates to downstream loaders. This issue was detected by running a full refresh and comparing the results with those loaded via an incremental approach.

We've added this issue to our internal backlog but at the time of writing it has not been prioritised for a future sprint.
