Add direct conversation with bot via Telegram 

Telegram private messages to bot should be equivalent to an IRC query. Maybe we could protect the bot form strangers by adding an "allowed Telegram usernames" setting?

The perfect way to do this would be leveraging the user authentication built-int into supybot.
