Parse Total Outstanding Balance

Some credit card statements have a total oustanding balance at the end of the statement. Since we're parsing Previous Balance in monopoly, I think it's also useful to parse total oustanding balance.

Banks I know that have this: UOB, Trust

I have a patch for this, but I only have access to UOB. Maybe worth trying to do it step by step and fix UOB first.

I think this is fine to add, but currently it's also possible to calculate the total outstanding balance by summing the amount of debit + credit (similar to what the safety check currently does) -- would having this as a separate feature have more utility for you?

Parsing it would be helpful because it's the ground truth that the bank states. However, after a second thought, I think it's a bit hard to integrate such a feature into existing format...It's not a real transaction and doesn't play well with +/- notion. I need to think more about this.

I think it would work well as some kind of metadata object - it falls in the same category as other useful things we could extract like "points" or miles specific to each bank
