Loosen restriction on ocaml compiler

It seems that the inclusion of ppx_inline_tests was causing compilers 4.04 through 4.07 (inclusive) to fail because of a syntax error in the corresponding dune stanzas. Look into how this can be fixed (or drop the dependency on ppx_inline_tests.
