Support for filtering the list of workflows by the `run-name`

I found in one use case that I didn't just want to get the latest run but rather determine the run of interest based upon the rendered run-name.

In most uses cases this isn't practical as the run-name typically isn't unique but if the user does have control over the workflow run name this can be guaranteed.
