Bug: Birth Certificate Upload fails for jpg and png, works for pdf

Describe the bug
On the Add Spouse feature I went to upload a Birth Certificate which I scanned.
Attempting to upload png or jpg resulted in the error;
"That attachment cannot be opened, please upload a different attachment."
So I converted it to PDF and that finally worked.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Change MSP Account'
2. Fill in personal information
3. Click on 'Add Spouse'
4. Choose to upload 'Birth Certificate'
5. Upload a JPG or PNG
6. See the error - "That attachment cannot be opened, please upload a different attachment."

Expected behavior
Expected it to support PNG/JPG as the directions indicated they were supported.
