Moderation State versus Published in Report Builder and Manage tabs #654
Description
In reviewing the UI for Manage and Report Builder we noticed a discrepancy in the number of published records being returned through the search query interface (empty search terms ) vs. performing a query through those screesn.
Discussion on the team revealed that the difference is based on the Moderation state and Published values.
After some discussion on the differences between the two, we decided that Published can stay as is whereas Moderation state should be just a toggle for Draft or not, to reduce confusion.
