Inform a user about to unpublish a MR where they can go find it again #650

(This ticket is spinning off of some discussion in #618). The motivation is to help the user know where they can find a metadata record that they have unpublished. Unpublishing is an action that people with the Data Catalogue Manager and Data Catalogue Administrator roles can perform. Unpublished metadata records can be found in the Manage tab, but not in the Dashboard's listing of draft metadata records. My experience as a user was that I was confused when I couldn't find a MR I unpublished in my Dashboard, which is where I usually go to find draft MRs (the "Draft" and "Unpublished" states are different, though in terms of user interaction (like editing and publishing/re-publishing), in my experience, they feel pretty much the same).

I have updated related documentation about unpublishing, but I think users may find it useful to see this info in the unbpublish tab as well (I have a feeling not all users will read that documentation).

Here's a screenshot of how the unpublish tab looks right now:

Maybe new wording could be something like this:

Unpublished metadata records will remain visible to you under the Manage tab of your Dashboard. You may re-publish them later.

Ideas for how to phrase/display this are welcome :)

If we want to include a link to the manage tab with a relevant search filter, I think we can use /user/0/manage?moderation_state=editorial-archived.
