Dev environment: broken icon in footer

Describe the bug

In the Dev environment only, the icon is missing in the footer.

To reproduce

Steps to reproduce the behaviour:

1. Go to the catalogue as a logged in user that is a member of an Org such as "Information Management Branch"
2. Scroll down to the footer and observe the broken image

Expected behaviour

For an user that is a member of IMB, a laptop icon should display.
