Is it registered, or ain't it?! :)

While trying to set up an Uptime Kuma notification, I keep running into a "This number is not registered" even though I can send messages and view account information by using signal-cli. Is there anything obvious I'm missing?

This https://github.com/louislam/uptime-kuma/issues/3669 was very helpful, and got me closer.

I did try reregistering, but maybe I'm just not registering it properly? I also could not get my main signal account to connect via QR, so I'm using a Google Voice number.
