Linking against libraries on the host

When I run cargo build on my machine (mac), I am able to build rdkafka-sys crate, by linking against openssl library installed on my mac.

When I try to build via bazel, I get fatal error: 'openssl/ssl.h' file not found. Is there a way to let bazel link against libraries on the host? I know this isn't probably recommended, I want to do it as a migration path from out current builds (so we can still install deps on the host, and run cargo build via bazel).
