Are patches defined in bzlmod source.json ordered?

According to the bzlmod documentation, the patches field in source.json is a map, which doesn't mandate the ordering of patches when bzlmod applies them.

However, consider this scenario: we have two patches A.patch and B.patch, and B.patch relies on A.patch. Is there a way to ensure that they can be applied correctly? Merging these two patches is one way, but often we want to separate changes for different purposes for the ease of management. Thanks!

Bazel respects the ordering of JSON maps, including for these patches.
