Error building bazel-master

I am following the instructions in https://bazel.build/install/compile-source#build-bazel-using-bazel
to build bazel on Windows.
But I get the following error:

Looks like related to https://devblogs.microsoft.com/powershell/powershell-constrained-language-mode/

Probably your Windows machine enforce PowerShell Constrained Language.

And which bazel version is this? The latest Bazel version should build without powershell

Oh sorry, it does, from https://github.com/bazelbuild/bazel-central-registry/blob/ad2d46a94b5d5041fd178a4988ca1803713fe3f7/modules/zstd-jni/1.5.6-9/patches/add_build_file.patch#L69

Can you try to remove PowerShell Constrained Language following https://community.spiceworks.com/t/powershell-remove-constrained-language-mode-windows-11/961992?

Removing PowerShell Constrained Language fixed the issue.
Now it has moved to the next issue.

You probably need to use a shorter output to avoid long path issue on windows: https://bazel.build/configure/windows#long-path-issues
