Bazel Randomly created output user root on installation

I installed bazel using Chocolatey on Windows to compile Protocol Buffers for a C++ project.

On calling bazel build :protoc :protobuf Bazel started using
<path to non-system important documents folder>/_bazel_<My name here>

Is this standard behaviour?

I also tried bazelisk via Chocolately.

It exhibits the same behaviour.

Something changed my HOME environment variable.
Cannot figure out what. Some broken script, perhaps.
It happened while I was trying to set up protocol buffers.
