Consider donating bazel-lib to Linux Foundation (bazel-contrib)

There's now a Technical Steering Committee "Community for Bazel" under the Linux Foundation which owns the bazel-contrib repo.

Since https://github.com/orgs/bazelbuild/discussions/3 suggests that the community will no longer be served by bazel-skylib, this repo is the obvious alternative. But some potential contributors may be put off by Aspect controlling governance.
