Consider edge-removal options for overlapping regions #2
Description
Current implementation of using max compositing to create national-level map might result in sharp transitions near overlapping regions. At the same time, inverse distance weighted means (even using a large p param) reduces VIR too much generally. Low priority, but it's worth considering other options.
