[Bug]: Intermittent compilation error for type check

Description

In library workflow runs, we frequently see failures due to compilation errors. This normally goes away when we rerun the workflow. Need to investigate on this

Sample error:

incompatible types: expected '(string[][]|map<anydata>[])', found '(string[][]|map<anydata>[])'

Please note that the expected and found types are same

Steps to Reproduce

This is intermittent.
