Split utils libraries to this repo

This is an epic issue to our effort of starting moving libraries to this repository:

• Create a new repo avocado-framework/avocado-utils or avocado-framework/utils #1
• Add initial new library (that will serve as a "best practice"). #2
• Update the main avocado requirements #3
• Publish on pypi a proper python package avocado-framework-utils #4
• Creating proper Fedora/Copr packages #5
• Decide on approach: Every Avocado release vs its own release #6
• Prepare pre-release/release test plans #7
• Create CI pipelines for the pre-release and release #8
• docs: Make sure that this gets proper visibility #9
• docs: Create a own rtd build for the "initial library" #10
