Sync ACP-176 Implementation #1731
Description
Pull in the implementation of the ACP-176 mechanism from coreth. The initial implementation in coreth was done here.
The Fortuna upgrade should still be left as optional and unactivated by default. If Fortuna is activated, the existing ACP-176 mechanism should take effect, meaning that the existing FeeManager precompile is made ineffective in setting the target gas consumption or minimum gas price. Prior to its required activation, a new ACP224FeeManager precompile will be added to provide an equivalent level of configurability/functionality.
