Epic: ICM Services and Contracts repo merger

Parent issue for the merging of https://github.com/ava-labs/icm-contracts and https://github.com/ava-labs/icm-services.

Merging these two repos will allow for much easier dependency management, and atomic updates across the two currently existing repos.
