Epic: Messaging External Chains -> Avalanche

This epic contains the issues to enable the verification of messages from external ecosystems on Avalanche chains.

Note that the primitive used for verification for a given external ecosystem is still to be decided. They will likely vary from ecosystem to ecosystem, and also should be configurable on the receiving side.
