move functionality in pkg/contract/private_key.go and pkg/contract/chain.go into cmd/flags/

specifically, the parts of PrivateKeyFlags and ChainSpec, related to cmdline flags
probably a new object chain sepc object, will be required as input to for example to GetBlockchainEndpoints
