Agent and Queue based Agent Loops

• Piggyback queue and "real" agent loops now use the same ingestion mechanism (QueuePosting)
• Caching localfile hases (not content yet) to avoid re-transmit of content on each connect
• Using Rate Limiter for ingestion (currently set to 45 messages /s)
• Implemented queue to store messages even if not connected to queue or master
