Logging issues for SMAC MF and seed mean runs

Some issues with logging:
- MF runs are either not logging the start or overwriting at some point
- seeded runs count each run separately. Makes sense in a way, but also doesn't mesh well in comparisons with less seeds?

Both of these were observed in SMAC but will probably be similar everywhere else
